Sorry that your administrator has such an attitude. I have always geared everyone in our building to believe that we operate like a wheel and that the CNAs are the hub. That wheel can still roll with a few broken spokes or a flat tire but once that hub shuts down, we cease to operate. Any building can operate for days without administrators, activities, social workers...you can even order in food and get by for a while but you can only last a short while without CNAs working. Touch base with your vendors, pharmacies have lots of goodies and if anyone goes to trade shows collect trinkets. It doesn't take alot. Maybe your activity department can do a raffle or other fundraiser with the proceeds going for a nursing appreciation. Good Luck in your efforts, they are very important.
