Dear Cheryl

Each state does this differently, however, the federal govenment never intended for you to pay for your own training. There is a provision in the law for most states that says if you pay for your own training, then when you get a job, your employer has to reimburse you - this can be over a period of months but again, most states spell this out in their law.
